What to notice
A governing rule can change while earlier actions remain intelligible under the rule that governed them at the time. The exhibition separates present authority from historical provenance instead of pretending the current rule always existed.
Everyday analogy. If a city changes the speed limit tomorrow, a trip that was lawful yesterday does not become unlawful retroactively. The rule governing the present can change while the historical judgment remains intelligible.
